Major duties and responsibilities of the job are:
Responsible for dependent/local American employment program
(advertising positions, coordinating interviews, processing
paperwork, payroll).

Supervises FSN Personnel Clerk and makes work assignments, provides
guidance and reviews work, briefs Administrative Officer on work
accomplishments, problems and proposed solutions/options.  Serves as
backup for FSN Personnel Clerk when incumbent is on leave.

Counsels officers and other American employees on full range of
personnel services, entitlements and requirements, counsels FSN
employees upon request of American supervisors, prepares/processes
personnel actions, reports, and other related documentation.

Maintains American personnel records and ensures security of records,
maintains resource materials essential to Personnel Section's
responsibilities, including reporting due dates and preparation and
transmission of completed reports to the Department of State.

Transmits time and attendance records for all American employees,
prepares telegrams to pay center, noting corrections that should be
made in salary or allowance payments.

Desired Qualifications:

Applicant must be an American citizen. Completion of secondary school
is required and completion of college/university or post-secondary
training is desirable.

Experience in the federal or private sector in personnel-related work
is desirable as is previous supervisory experience.  A high-level of
oral and written skills is required.

The position is full-time and salary is dependent on previous
relevant experience.

Volunteer position in Bulgaria for NGO electronic
information network

The BlueLink Information Network http://www.bluelnk.net is urgently
seeking to recruit a European Volunteer for a 6 months period, as
part of an EVS sponsored programme. BlueLink is a Bulgarian partner
of APC - Central Europe http://www.apc.org/

The European Volunteer will work over a project on Information
exchange, co-operation and matching of resources for the development
of NGOs in Bulgaria. The project aims at supporting the network:
enrich the information content, carry out tasks and service for NGOs
that serve the local community, link Bulgarian NGOs with partners
from Western Europe.

European Volunteer's tasks will include searching and operating
information, simple web site development, development of new projects
(any creative ideas will be welcome), help with the organisation of
BlueLink user training and seminars, keep in contact with BlueLink
partner organisations and look for new partners, taking part in boat
sailing competitions as part of the BlueLink crew. More profiled
tasks according to the European volunteers personal qualifications
and preferences will be available optionally in fields like
information management, Internet, multimedia, video production,
environmental journalism etc.

The European Volunteer will be provided with accommodation in Sofia,
food and pocket money throughout the period of work. She/he will also
receive basic language and orientation training . Special field trips
throughout Bulgaria will be organised for the European Volunteer to
learn more about the country. Additional spare time activities will
also be arranged.

The volunteer position is provided by the European Voluntary Service
The philosophy of the EVS programme is based on two fundamental
principles : a new kind of learning experience for young people and a
helping hand for local development.

Any young person aged between 18-25 who is legally resident in one of
the Member States of the European Union, Norway or Iceland can become
a "European Volunteer". The programme is open to everyone. No
specific qualifications are required. It is one of the objectives of
the programme to promote the participation of young people who have
less opportunities than others for social, economic, cultural, ethnic
or geographical reasons or due to a personal disability.

1. Position:  Population Movement Officer

Location:  Armenian Red Cross Society (ARCS) Headquarters, Yerevan

2. Position Summary: Reporting through ARCS Secretary General to
Regional Population Movements Delegate, the incumbent will develop
activities in the field of Population Movements, design and implement
projects addressing social, medical and legal counseling needs of
unstable populations (asylum seekers, refugees, internally displaced
persons, illegal migrants, repatriants, formerly deported people and
ecological migrants), establish contacts with the respective
governmental bodies and related organisations.

Responsibilities: Act as focal point and Liaison Officer for ARCS
activities, directed to support the unstable populations; establish a
plan of actions for the Society to address in a sustainable manner the
population movement issues; provide advice on how to effectively assist
and protect unstable populations in line with Movement policies, with
special emphasis on counseling and advocacy; develop a knowledge base
for Red Cross branches, ensure the involvement of branches in
sustainable activities in the field; carry out assessment of needs and
evaluate population movement projects; produce periodic reports on
population movement issues.

3. Qualifications: A relevant university or equivalent degree and at
least 2 years of work experience in the field of humanitarian
assistance. Experience in managing & supporting staff is an advantage.
Fluency in Armenian and Russian is essential. Fluent verbal and written
skills in English and self-supporting computer skills are required.
Candidates must be prepared to undertake travels.

ARMENIA UNITED METHODIST COMMITTEE ON RELIEF
Noah's Ark Program

The United Methodist Committee on Relief (UMCOR) is implementing a
Noah's Ark program that has two components: community development to
de-institutionalize children and vocational training for
institutionalized children.

UMCOR is seeking highly qualified persons for translation of vocational
training materials from English into Armenian. UMCOR will pay 2,500
drams for each page to be translated.

Pre-Service Training (PST) of Volunteers
May 22-September 1, 2000

As a member of the PST staff, the TEFL Technical Coordinator is
responsible for the design, implementation and evaluation of the
technical component of Pre-Service of Training.  Responsibilities
include: identification of education specialists/consultants within
the training community, coordinating with staff and Peace Corps
Resource Volunteers, and the design of an integrated technical
training program for TEFL Education Volunteers.

A University degree in English Language is required.  The  applicant
must have experience with international teaching methodologies:
experience with curriculum development; demonstrated facilitation and
training skills; prior experience with administration and management;
prior experience in supervision;  prior experience  in counseling;
demonstrated flexibility and ability to work within strict time
frames.

The Trainer will live at Pre-Service TRAINING site

Scope of Work for Expatriate Attorney
IBTCI is working under contract with USAID to provide privatization services for the Government of Armenia (GOA); we
currently have a team of three expatriate and seven local consultants.  IBTCI's prime counterpart within the GOA has been
the Ministry of Privatization (MoP).  The IBTCI team plays a key role in virtually all aspects of privatization in Armenia.  Our
project goals are strongly supported by the main donor organizations, with whom the team maintains excellent relations and
close working contact.  As work intensifies preparing individual, larger enterprises for sale, we need to expand beyond
working with just the MoP, to working with a number of line ministries that have day to day operational responsibility for
State enterprises.

IBTCI would like to retain a full time, expatriate transactional attorney, until at least the end of May, 2000 with an option to
extend until the end of the year, to work in Yerevan, Armenia. The attorney's primary focus would be to work with the line
ministries and MoP counterparts to help prepare larger enterprises for sale.  The goal is to pick the few gems - or perhaps
treasures in trash - which might be of possible interest to international, strategic investors and to bring them to market.

Tasks will include conducting preparatory due diligence at the enterprises, working with industrial experts to determine
which, if any parts of the enterprises should be separated for sale, documenting all needed steps to restructure the enterprise
prior to sale, resolving the hundred legal and practical issues which might decrease the chance of a successful sale, assisting
with organizing tenders and documenting actual sales.  IBTCI anticipates retaining additional local counsel to provide support
to the expatriate transactional attorney.  IBTCI's Yerevan team is headed by a Harvard Law-trained transactions lawyer,
with nine years of privatization experience, and includes MBA's, local counsel and public education specialists.  The attorney
retained would not have to carry all the workload, but will have full backing of a well-functioning and well-trained team.

The ideal candidate would be fluent in English, flexible, and creative about punching solutions through opaque bureaucracies
and available on very short notice. Since many original enterprise documents must be reviewed and developed, the candidate
must have good ability to read and preferably to draft legal documents in Armenian. The candidate should have substantial,
hands on transactional experience, preferably in an international setting.  The office style is collaborative, good humored and
hard working.  Since the project is funded by USAID, there is some preference for US citizen applicants, although EU
citizen applicants who meet the job requirements would receive serious consideration.  Armenian nationals will not be
considered for this position, but qualified Armenian attorneys with Western training, corporate transactional experience and
excellent English language skills are encouraged to send their resumes for possible consideration to join the team.

IBTCI's contract began in August, 1998 and is currently scheduled to end on July 22, 2000.   Although there can be no
guarantees, there is a good chance of an extension of the contract until the end of this year, if substantial progress can be
shown in privatizing larger industrial enterprises through international tenders during the first half of this year.

The Productivity Enhancement Program (PEP) is currently seeking
qualified candidates to fill a Program Officer position for its
office in San Francisco, CA.   Operated by the Center for Citizen
Initiatives, PEP is an adaptation of the historic Marshall Plan
Technical Assistance Program, which helped resurrect post-World War
II Europe.  PEP brings non-English-speaking Russian manufacturers and
business owners to the United States to receive training in American
firms and plants.  PEP is a cost-sharing program, with funding from
the United States Information Agency, pro-bono and in-kind
contributions from American volunteers, and participation fees paid
by Russian participants.
Non-local applicants please note: Only US citizens and "green card"
holders should apply; the Center for Citizen Initiatives is a
not-for-profit organization and cannot pay for re-location or any
costs incurred during the interview process, including travel and
lodging.  First interviews can be arranged via telephone, but second
interviews must take place in person at the Center for Citizen
Initiatives in San Francisco.

Duties and Responsibilities:   The Program Officer will primarily
focus on coordination of PEP delegations, but when needed, will
"swing" between working with the Coordinating and Community Outreach
Teams.  As a member of the coordination team, the Program Officer
coordinates PEP delegations in cooperation with U.S. volunteer
organizations.  This involves working with local business
representatives to create an intensive training program, in addition
to helping local volunteers develop and implement home hosting,
transportation, social and media plans.  As a member of the Community
Outreach Team, the Program Officer researches and targets communities
well suited to host delegations of Russian business people.  The
Program Officer approaches and maintains contact with service
organizations in order to secure U.S. sponsorship for delegations.

More specifically, duties and responsibilities include but are not
limited to the following:

- Coordinate all logistics of delegations with U.S. volunteers
- Create industry specific training programs with U.S. volunteers
- Develop and prepare program materials
- Provide necessary support to volunteers during project
implementation
- Verify that training programs comply with modules developed for
business sector
- Evaluate each program upon completion
- Develop and maintain contact base
- Research and utilize information about industries, demography,
organizations and opportunities in particular regions of the U.S.
- Develop strategies for presenting PEP to potential sponsors. These
can include: Telephone calls; sending materials about the program;
writing e-mail, letters and faxes; writing articles for local
newsletters; speaking at service organization meetings
- Speak knowledgeably about the economic/political/social situation
in Russia and the impact of programs like PEP on a global level
- Other projects as assigned
